SERVICE TARIFF OF BANGOI PORT (TARIFF ARE QUOTED IN U.S. DOLLARS)
PART I: GENERAL PROVISIONS
I. WORKING TIME:
1. Normal working times (except holidays, the days of solar and lunar new year) are from 0:00 to 24:00,separated into 4 shifts, 6 hours per shift, namely:
- Shift 1: from 6:00 to 12:00
- Shift 2: from 12:00 to 18:00
- Shift 3: from 18:00 to 24:00
- Shift 4: from 0:00 to 6:00 the day after
2. Working on holidays and the days of solar and lunar new year double unit price. These days include:
- Solar days: 1stJanuary, 30thApril, 1stMay, 2ndSeptember.
- Lunar days: 10thMarch, the last day of the year and 1stJanuary, 2ndJanuary, 3rdJanuary.
II. UNITS FOR CALCULATING:
1. The gross tonnage (GT):
1.1. For dry cargo vessels: Maximum GT entered on the Certificate of Registration.
1.2. For tankers: 85% of the maximum GT entered on the Certificate of Registration.
1.3. For vessels without GT conversion shall be as follows:
- Cargo carriers: 1.5 ton of registered tonnage is equal to 1 GT.
- Tug boats, push boats: 1 HP is equal to 0.5 GT.
- Barges: 1 ton of registered tonnage is equal to 1 GT.
2. The engine capacity unit: is horse power (HP); any fraction less than 1 HP shall be rounded up to 1 HP.
3. The time units:
- For time units of a day: a day is calculated with 24 hours; times of 12 hours or less shall be calculated as 1/2 day, times of over 12 hours shall be rounded up to 1 day.
- For time units of an hour: 1 hour is calculated as equal to 60 minutes; times of 30 minutes or less shall be calculated as 1/2 hour, times of over 30 minutes shall be rounded up to 1 hour.
4. Currency units: United States dollar (USD). The payment shall comply with the Vietnamese State's current regulations on foreign currency management. In cases where it is necessary to convert US dollar into Vietnamese dong, the conversion shall be made at the average exchange rate of the interbank foreign currency market, announced by the State Bank of Vietnam at the time of payment.
PART II: DETAILED PROVISIONS
I. BERTH AND SERVICE CHARGES:
1.Charges for mooring and unmooring

Rates for mooring and unmooring apply to one whole mooring and unmooring. For each separate mooring or unmooring, the above half rate shall be applied. |
1.2. In case in which the port’s canoe carries out mooring and unmooring, besides the above-mentioned unit prices for mooring and unmooring, the shipowner pays extra for the hire of canoe.
2.Charges for tugboat assistances:

2.2. Assistance duration: from when the tugboat leaves its berthing until it returns. The minimum assistance duration to be charged: 1 hour/each.
2.3. In cases in which the tugboat assists vessels in shifting on Bangoi Port’s requests: to be charged at 50% of the above unit prices for shifting duration.
2.4. In cases in which the tugboat has gone from its berthing to the meeting position as ordered by the Shipowner Representative and to be accepted by Maritime Administration, but when for any reason the vessel has not yet arrived, or does not arrive on time, or departure is cancelled, or the tugboat is not able to approach the vessel because of bad weather, and then the tugboat has to return to its berthing or transfer another works: to be charged at 50% of the above unit prices for operating duration.
2.5. In cases in which the tugboat has arrived on time at the meeting position as ordered by the Shipowner Representative and to be accepted by Maritime Administration, but when for any reason the vessel has not yet arrived, or does not arrive on time keeping the tugboat waiting: to be charged at 50% of the above unit prices for waiting duration.
2.6. In cases in which vessel's main engines are not in operation, using tugboat for towing or pushing: increase to 70% of above unit prices.
2.7. In cases in which Bangoi port does not have enough tugboats and Bangoi Port has to hire additional tugboats for assistance: charges shall be applied in accordance with the regulations of that tugboats owner.

3.2. In cases in which a vessel takes many places within the port area: berth charges shall be totally charged on actual time and price rate at each berthing position.
3.3. In cases in which a vessel due to weather conditions has to stop handling for more than 1 day (24 consecutive hours) or has to give up its berthing for another vessel at the order of the Maritime Administration: berth charges shall be exempted for the period of no handling.
3.4. In cases in which a vessel disregarding the order to leave the port continues to occupy pier or buoy: berth charges shall be charged at the following rates:

4. Charges for opening, closing hatch :

b. In cases in which a vessel with double deck (tween deck): to be charged at 200% of the above unit prices.
4.2. Using port’s shore cranes:besides the above-mentioned unit prices for opening and closing hatch using vessel’s derricks, the shipowner pays extra for the hire of shore cranes.
5. Charges for dumping services:

5.2. Vessel whether berthing at pier or at buoys shall have to dump garbage at least once every 3 days.
6. Charges for supply of fresh water:
6.1. At pier: 2.5 USD/m3.
6.2. At buoy, anchorage, bay: according to agreement.
II. CHARGES FOR HIRE OF LABOUR AND EQUIPMENT

1.2. Hire duration: from when labourers are present at working position until the work is finished. The minimum hire duration of labour to be charged: 6 hours.
1.3. Waiting of labour is defined due to renter: to be charged at 30% of the above cost for waiting duration.
2. Hire of shore cranes:

b. Hire duration: from when the shore crane arrives at working position until it finishes work. The minimum hire duration of shore crane to be charged: 1 hour.
2.2. Hire by work-load: according to concrete conditions, charges will be negotiated between Bangoi port and the renter.
2.3. Waiting of shore crane is defined due to renter: to be charged at 30% of the above unit hires for waiting duration.
3. Hire of trimmers and excavators:
3.1. Unit hire: 20 USD/hour (not including charges for hire of shore cranes to load and unload trimmers and excavators).
3.2. Hire duration: from when the trimmer and excavator arrive at working position until they finish work. The minimum hire duration to be charged: 1 hour.
3.3. Waiting of trimmer and excavator is defined due to renter: to be charged at 30% of the above unit hire for waiting duration.
4. Hire of canoe
4.1. Unit hire: 35 USD/hour.
4.2. Hire duration: from when the canoe leaves its berthing until it returns. The minimum hire duration to be charged: 1 hour/each.
